How the EHPAD of Auxerre modernized its heating network with 100% financing

EHPAD d'Auxerre is a French public long-term care facility dedicated to supporting elderly residents with daily medical assistance, accommodation, and personal care services. As a key institution in the Yonne region, it focuses on delivering safe, dignified, and high-quality living conditions for seniors with varying levels of dependency. 

The EHPAD d’Auxerre is dedicated to providing outstanding patient care—and sometimes that goes beyond the in-person experience.  

To improve comfort and reduce operational costs, the team identified upgrading the facility’s district heating network as a key priority. However, the project promised to be costly, complex, and tangled in administrative red tape.  

To make the upgrade financially feasible, the EHPAD began exploring financing options under France’s White Certificate (CEE) scheme. But limited visibility into the program, strict procurement requirements, and tight compliance obligations made one thing clear: they needed expert support to navigate the changes.  

The EHPAD d’Auxerre knew they needed a partner who understood financing and the regulatory landscape. They partnered with ACT’s French team to tackle the project and secure as much funding as possible.   

We helped the EHPAD d’Auxerre secure €250.000 in White Certificate subsidies. From there, we coordinated directly with the installer on the insulation and the pipework. We also managed the full administrative and regulatory process to ensure compliance. 

With 100% of the project costs covered through White Certificate funding—and ACT managing the administration and installation—the EHPAD now has a heating network that’s fully funded, fully compliant, and which is already supporting long-term cost savings.  

With more resources available to invest back into resident care, the EHPAD is focused on the future. Together, we’re already investigating further facility upgrades and financing opportunities.
